Large infrastructure projects involve substantial financial investments, technical complexities, and multiple stakeholder interests, making effective risk management a critical factor for project success. Governance frameworks provide the structures, policies, and decision-making mechanisms required to manage risks throughout the project lifecycle. This study examines governance practices applied in transportation, energy, and public infrastructure projects to identify key governance mechanisms that support risk management and project performance. A qualitative case-study approach was adopted through the review of project documentation, governance reports, industry publications, and prior academic studies. The analysis identifies common infrastructure risks, including financial uncertainty, regulatory challenges, stakeholder conflicts, quality deficiencies, and project delays. Findings indicate that well-defined governance structures improve accountability, communication, compliance monitoring, and risk mitigation effectiveness. Based on the findings, a comprehensive Governance Framework for Infrastructure Project Risk Management is proposed. The framework integrates governance structures, risk assessment processes, stakeholder engagement mechanisms, quality assurance systems, and continuous monitoring activities to support infrastructure project success. The study contributes to infrastructure management literature by providing a structured governance model that can be adapted across multiple infrastructure sectors.
